Which came first, the policy or the graffiti?

Are these pieces of graffiti destined to be the first to be be assessed under the Fremantle Councils new Graffiti Policy?  They have just appeared in an alleyway off Point Street.  I find the concept of a skull with yin and yang eyes intriguing.  If the Arts Committee feels they have merit they may escape removal, unless of course the property owner wants them removed as they do have the final say.  Do you think they should stay or be removed?
